Working Group and Sierra RICA

Project Description: MLTPA, in partnership with Sierra Focus Media, developed a set of Recommendations for Implementation and Collaborative Action (RICA) for the Sierra region with input from the Working Group as part of the California Jobs First initiative.

The Sierra RICA was created to serve as a comprehensive framework for the short-term implementation of the Regional Strategic Plan, guiding efforts to advance and grow the Sierra Jobs First initiative. This plan will outline key strategies, priority actions, and collaborative opportunities to strengthen the region’s sustainable recreation and tourism economy.

Sustainable Recreation & Tourism Activation Plan - June 2025

As required by California Jobs First and the state of California, MLTPA and Sierra Focus Media worked together as the Recreation and Tourism Industry Sector Coordinators to draft and deliver the Activation Plan for the Recreation and Tourism industry sector for the Eastern Sierra Jobs First Region.

Sierra Jobs First has an official website managed by the Sierra Business Council for the state of California identified "Eastern Sierra Region" which includes Alpine, Amador, Calaveras, Inyo, Mariposa, Mono, and Tuolumne Counties. The most current documents and information are available here.

Through our partnership with Sierra Business Council, regional conveners and fiscal administrators for California Jobs First in the Sierra region, we provided industry-specific assistance that supported job growth, inclusive workforce development, and economic resilience, while protecting our region’s natural lands and vibrant communities.
