The Mammoth Lakes Trail System is a partnership between the Town of Mammoth Lakes and Inyo National Forest to provide planning, design, operations, maintenance, stewardship, and construction services. Mammoth Lakes Recreation (MLR) is a non-governmental organization under contract with the Town of Mammoth Lakes that provides oversight and makes fiscal, programmatic, and strategic recommendations to the Town Trails Manager and Town Council. Mammoth Lakes Recreation implements oversight by convening the Mammoth Trails Committee (MTC) on a regular basis. This MLR committee is made up of a diverse group of outdoor recreation enthusiasts carefully selected and approved by the MLR Board of Directors and includes the Town Manager, 2 MLR Board members, and other prominent members of the community. As an example, the MTC works with the Town Trails Manager to create a draft annual trails program budget. The MTC will make a budget recommendation to the MLR Board for consideration. The MLR Board will then consider recommending the trails program budget to Town Council for final approval. Weekly coordination occurs between the Town Trails Manager, USFS and MLR staff, providing on-going oversight and good communication between partners and contractors.
